Dave:

I took a tiller to the whole garden, tilled about a foot deep, took
several thin plastic painters tarps(cheeeep .99cents ea.) & some golf
tees, spread the tarps & anchored them with the tees. Let sit all winter
& tilled again several times during January & February last year
covering with the tarps after tilling. Had less weeds &had to till less
last year during the growing season. 

Minuses---Lots of tilling while cold outside

Plusses-- Less tilling during the heat of Texas summer & no poisons
