Chiles need to be started about 10 to 12 weeks before you plant them in the
ground, which is a couple of weeks after your last frost date. If you have
a green house or other way of keeping them warm you can start earlier. Some
folks seem to start them way early, but the truth is they get pretty spindly
under grow lights if you keep them too long and they tend to catch up really
quickly when put outdoors if the weather is at least around 80 during the
day. If you make your rows slanted facing south \ rather than like ^ the
ground will warm faster. Using black plastic on the ground helps warm the
soil too. Tips from The Pepper Garden by Bosland and DeWitt. They have a
lot of tips for cold climate growing.

I tried to send this directly to Jason but it bounced. Is your address correct?
