[CH] What are they?

Perhaps somebody can tell me what the little buggers are that are crawling
around on my pepper plant leaves.
They look like black 1/32 or even smaller elongated dots[HUH?].
I've tried the old water,soap,pepper powder combo. Back the next day.
I've got a hab, 2 japs,a hungarian hot ,and tabasco goin on my porch.
Flowering, and a couple of peppers showing on the japs,hungarians . But
those damn bugs are starting to bother me. So what now???
BTW: thanks for the idea of the egg cartons. Monday will start some seeds
from Japan.
