In kitchen supply places, (Lechters, Williams-Sonoma, etc.)  One can
find containers with a very fine mesh top that is used to dust foods
with flour or powdered sugar.
These work very, very well with chile powders - I use one to dust bread
dough with the powder.
I keep the container in a zip-lock bag between uses and in the container
(in every container of home-mixed herbs and spices and some commercial
ones, especially those containing seeds) I place one of the little
silica capsules that come in bottles with vitamins etc.   I mean they
give these little gems away for free and they work beautifully.
