I don't know if every Cub Foods is like this, but I happened to go to the
one in Woodstock and found, wonder of wonders, a small packet of whole
chile tepins. They really are tasty right out of the bag! They also had
both prepackaged and bulk chiles de arbol, bulk Californias, bulk Japanese,
and a few others. There were "fresh" chiles there, but they didn't look
too great to me. I guess I'm a little spoiled by having a garden every
summer.

I found plenty of other tasty things, but I thought I should share the
chiles with the list.

I also managed to get to Lowe's (but not Home Despot). I couldn't find
Tepin seeds on the Burpee racks. What city was it that had Tepins in the
Home Despot again?
