Get a round-bottom jar, like a mayonnaise jar.  That's your mortar.  Get a
out your whittling knife, and a good stick, and carve a pestle.  It doesn't
take too much carving to get a pestle out of a stick.  Or else use
something else.  Works real great, just grind away.  They have to be real
dry, though, even crispy.  Maybe put the chiles in the oven a bit first, if
they're a little less than very dry.
