Not sure about this year, but next year you might plant clover around
the bases of the plants maybe a month before first frost (after pruning
the lower branches of your chiles far enough back if need be so the
clover can get a little light.)

Leave it in place once the chile plants are taken down/in (go on and
seed over the spots where the plants came out, since it may be a while
between first and second frosts) and plow it under before setting out
next year's plants.  Not exactly orthodox, but it works pretty well, if
memory serves.  Slows weed development during warm spells in the off
season, too; clover is pretty fair at fighting a holding action
against crabgrass. :)
