Squirrel and other rodent control could be as simple as getting a good cat.
 Hopefully, you are in a place safe enough to let the cat out to "patrol." 
My cat, Louie actually can catch squirrels, but I think his presence and
scent keeps the squirrels from spending too much time ravaging my garden. 
Louie is still fairly young (3), very active and his coloring aids him in
hunting from concealment (under bushes, under the neighbor's porch, etc.). 
Still, the fact that he is around from time to time is an effective
deterrent to the squirrels and it should remain this way for several years
as he gets older and slows down.

The idea to scatter grain around to attract the squirrels is a dirty trick,
but it could lure them within range of a concealed cat waiting to pounce. 
Put the grain far from a tree, but near a bush or just around the corner of
a house.  Believe me, the cat will be fascinated by the "floor show" and
encouraged to activity.  The downside is birds will also be lured in by the
grain and they are protected by law.
