I have a long writeup on fluorescents and other light sources for growing
pepper seedlings on my web site.  The efficiency numbers (lumens per watt)  are
listed for all commercially used light sources.

Also included is info on light intensity versus distance (its more complex than
1/d or 1/d^2), the spectral content of various light sources, my experience
with full spectrum fluorescents versus cheap fluorescents, and the total cost
of using different light sources factoring in both electricity costs and
bulb/ballast replacement costs.
