I don't know how many plants you're starting, but I would try
putting them all on a big tray of tin foil, so that the cat 
would have to stand on the foil. Most cats HATE to walk on
aluminum foil as there is no traction for their paws. How about
getting some catnip seeds and sprouting that? Bet they'll have
no interest in your seedlings once they've got their own! Let
us all know what works :)
