[CH] Fertilizer questions.

Any suggestions on fertilization?
I have been using Scott's Vegetable fertilizer which is a broadcast type and
the plants seem to be doing OK, that's it, just OK.
Nothing to prolific as I see in many of the pictures.
I get a lot of green growth but the flowering/fruiting is low. I am not sure
why BUT I think the fertilizer or lack of is it the culprit.
Fish emulsion is supposed to be good but the numbers are low and I am weary
of the strength.
All my plants are in pots and with heavy watering, the leaching of the
minerals has a definite impact. Being in Arizona, the summers get very hot
and I have to water heavy. 
What's the best all around fertilizer for peppers grown in pots? How
frequently should I fertilize? Any suggestions on name brands?
