Yes you can takes seeds and keep them moist and wait for
germination This is actualy called pregermination or presprouting.

Problems
1. Excessive moisture will drown the seeds
2. Two hours without moisture will kill them
3. Royal pain if seed sprouts into towel
4. Too much pressure during transfer will kill them

I found I lost more than I gained, I now use a speed tray.
Transplant as soon as seed leaves are about 3/8 long
into bigger pots.

BTW Starting seeds in sterile seed starting soil eliminates
a lot of starting problems. I tried garden soil one year, This
brought in bugs and fungus problems.
