Ray,

This sounds like "Bull Head Barbecue Sauce" that is brownish color and usually
separates with a hot oil on top.  It is packed by Haw-Lay Foods in Tainan,
Taiwan and is a real staple.  It is added to noodle soups in particular, but
it's also used on stir frys meats etc. Ingredients are Krill fish, salad oil,
water, garlic shallots, chili and salt.  (from label)
