3,000 people have not been killed with Cayenne spray.

1.  It isn't cayenne spray.  It is usually Oleo resin cap and so the
chile it is derived from is meaningless.

2.  The few documented deaths that have followed spraying have mostly
been attributable to the fact the individuals have been 'hobble
restrained' as well.  This results in something known as 'positional
asphyxia'.

3.  This has been discussed at length before.
