I have been happy with the performance of the "full spectrum" fluorescent
tubes I got from Gardener's Supply some years ago, but only subjectively --
I have no data to say they do better than the regular "cheap" ones, and of
course there have been plenty of messages to this group re satisfied users
of cool-white/warm-white combo grow lamps.

I can say the color of light the full-spectrum tubes emit I do prefer over
that from cool-white or warm-white fluorescents, not that I spend much time
huddled under them next to the plants.  And, as I recall, the price of the
expensive ones was only on the order of twice or at the worst 3x the cost
of regular tubes, and they seem to last at least twice as long as the cheap
ones, so I don't feel like I spent a whole lot of extra money on them even
if they don't make any difference to plants.
