[CH] early flowering/surprise germination

This is my first year trying to grow from seeds.
My aji limon (capsicum baccatum) seedlings already
have buds developing. They were started in March.
They are 4" - 6" tall, with only 3 sets of true leaves,
no branching yet.  My annuum, chinense and 
pubescens have not done this, and they were started
and sprouted at the same time.  All have gotten 12-16
hrs/day under flourescent grow lights.
Is this normal for baccatums?  Should the buds be 
pinched back?  Did I get lucky and do something good,
or unlucky and do something terribly wrong?

On another note, after 7 weeks of bottom heat, I had
given up on the remaining seeds in my germination
chamber.  Turned off the heat, ignored for a week.  
Looked in yesterday, and surprise!, the first of the
capsicum chacoense had 2 little seedlings pushing up.
