I just use a food dryer.

For grinding, especially large quantities, a corn grinder is much better
than a coffee grinder.  You can get flakes, or any fineness of powder.

And if you think jalpeno powder is strong,  you should try my habanero
powder.  Great for adding to homemade peanut brittle.
