Sure will egg shells work but it could give the soil an amount of chalk   
which could harm some plants who prefer a soil with higher pH value,   
grapes love it but I don't know if peppers do.
Maybe some with experience growing peppers in a soil with high chalk   
(lime?) rate can advice.

PS. where would you get enough shells to cover your garden?, I do like   
eggs specially the hot ones according Indonesian recipe or Cajun stile.
