Honey itself can contain very small amounts of botulin toxin.   That is
why honey is not recommended for babies. There was a news story about
two years ago regarding this.  older children and adults are not
affected by the toxin.   The bacteria grows where it is shut away from
oxygen and acid.  "Anerobic"
if you put a pepper in honey and there  is some of the bacteria present,
it will grow and produce toxin.

usually when things are preserved in honey the honey is heated, the
fruit added and it is held at a certain temperatue (not boiled) for long
enough to destroy any bad bugs.
