I have good luck with the sterile potting soil I get at Wal-Mart.  The
greatest  determining factor seems to be the soil temperature which should
be above 75°F.  I have a small electric tabletop greenhouse I bought from
Gurney (though it wasn't listed in the most recent catalog) that works very
well.
