Yes, if they continue to get enough warmth and good light.  But sometimes
in winter the plants don't quite get enough of one or both of these, which
causes them to greatly slow down or even entirely stop flower production.
So, it just depends on the particular environment you provide them.

Not necessarily.  But I must say that at least for the conditions I am able
to provide, only C. pubescens and/or chile plants I can put under a warm
and bright grow lamp continue to produce throughout winter.

Pruning is primarily a matter of physical convenience -- like you need room
to walk around, or long spindly stalks have fallen/grown out of reach of
sunlight, etc.  Given no danger of frost, surely expected to be no problem
inside a kitchen, timing of pruning is arbitrary and entirely at your whim.
