[CH] Rehydrading chilli's

Again, this has been discussed before but I can't find in my records:

How do you rehydrate a dehydrated chilli (in this case whole hab's).  I tried 
rehydrating in cold water - they just floated there for ages.  When I used 
hot/boiling water they rehydrated but I wasn't very happy with the "sloppy" result.
