Did that last year out of necessity, just left the lights on and moved the 
next flat under.  BUT, they did significantly better with 14-16 hours under 
one cool white and one warm white fluorescent, so this year I have more 
lights.  Warming from under, a 40w bulb in a 12 inch high wooden box for most 
flats, worked wonders too.  Although the plants on the heating pad with the 
flat in direct contact did a little better.
All germination and seedling tips were learned here, and I'm grateful.  
Now if I could just master the "inches of lime per square foot" conversion 
tables...Let's see, 1 inch of water, 3 inches of fluffy compost, 1/2 inch of 
lime....
