Chile seeds usually retain viability several years.

Two months ago I planted 6 seeds I'd collected from dried chiles in a
market in 1987; yesterday I transplanted the 3 that grew - 50% viability
after 13 years.  Acceptable, I say.  They were stored in refrigerator.

If your seeds were subjected to enough heat, high humidity, or worst, both,
then they may not even be viable now, after only one year.

It all depends on their treatment history.
