You are referring to Chile Manzano ('n', not 'r'), most commonly known by
us as Rocoto.  This is Capsicum pubescens, the only species of chile whose
seeds are black (sometimes dark brown) when mature and healthy.  There has
been much discussion of rocoto on chile-heads over the years.  You can
refer to the chile-heads archives for plentiful information.
