   The last time I checked the PVPA web site, it cost $2500 to get
the protection process started.  Add that to the cost of development
over almost a decade, production of commercial quantities of  the
seeds, packaging, advertising and distribution, and it is substantial
financial investment.  Hard work worthy of some degree of protection.

IMHO, in the case of Francisca seeds that don't grow true, such
protection is null and void.
