Black spot can also hit chiles. Copper based sprays are the recommendation. Some of my chiles at the house got it- matches your description exactly. Foliage got a little too wet without enough ventilation. Bad news is, this stuff is EXTREMELY contagious. -Jim C Mild to Wild
