Sorry. It is more cost effective for labs. to buy buffers and other 
electrolytes ready made up. If you want to try your hand at making 
your own:
Potassium phosphate (monobasic) + sodium hydroxide for pH7.00-8.00
Potassium biphthalate  for  pH4.00

Don't buy a cheap chemical balance!!
BTW, you can now get a reasonable hand held pH meter for about $70. 
(Assuming that you calibrate it properly of course.)
