It's not always that easy; restaurants and bars that serve alcohol are
frequently the target of 'sting' enforcement by decoys, and the servers
of alcohol may have a *responsibility* to report such activity - or
otherwise
be in violation of a law.  I'm not familiar with the Texas law in this
case,
but it would not come as a great surprise to me if the server was
concerned
about covering their butt.

Is anyone truly familiar with the relevant Texas/Austin laws and shed
some light
on this?  In particular, does anyone know a Texas alcohol judge? :-)
