He may be on to something because
they may contain cytokinen, a plant growth regulator.

Dave,
  A few weeks ago I was reading about growing vegetables from seed and the
article mentioned using seaweed as a growth inhibitor to prevent legginess.
It perked my interest because I always start more plants than I can tend to
and with my lighting system leggy seedlings is a problem for me. Now that I
know the scientific name (cytokinen) I will do more research.
   Wanted you to know the company I work for sprung for 7 large planters &
enough potting soil to fill them for a beautification program. Your
Tri-Color Ornamental/Tepin/Nu-Mex Sunrise & Sunset along with Miss Dewi's
Christmas and Pepper Joe's Medusa & Bolivian Rainbow are a hit with
everybody! It's hilarious to have a customer walk by and compliment me on
what beautiful flowers/plants they are and watch there jaws drop when I tell
them their vegetables!!!!
