Do you see any bees's around the plants?

Shakada plant everyday

Do you use high nitrogen fertilizer?
This can inhibit pollination.

We saw our two tomatillo plants grow into 6 foot shrubs covered with flowers
and buds before we went on vacation.  Three weeks later, after sun and heat
and tons of rain even, there still isn't one tomatillo that's set on either
plant.  That we can see anyway.  Flowers all over still, but how do we get
them to set some fruit so we can make all that salsa you've been tempting us
with?
