   According to Dave DeWitt and Paul Bosland all chiles
are perennial.  The Capsicum annuum (standard) chiles
were misnamed, as were the C. chinense (not really from
China).  I have seen chiles referred to as tender perennials
in that they don't do well in areas where the winter is cold.
They are grown as annuals because it's easier/cheaper.
