Probably because of all the wisecracks about charred cats and such.

My advice would be that to make that specific recipe would require you to
come up with a source of capsaicin extract.  The cost of this would negate
any cost benefit of making your own version.  If you like that sauce then
just go buy a bottle.  Understand though that there has been a fair amount
of discussion on these extract sauces, and as you see the overall consensus
was that while they had heat, there was a bitter aftertaste that someone
likened to singed cat hair.

One of the few ultrahot extract sauces I know of is Jim's Backdraft
Hotsauce.  Good flavor and super heat.
