When I lived in LA, an old boss brought back several bags of frozen roasted 
green chilies.  I don't think he had any problem with the ag inspectors--He 
bought them fresh-roasted and froze them for the trip back.  It doesn't let 
you roast them yourself, but it might be a way to at least get some back.

I know some commercial shipments of fresh can get through.  But it was an 
acquaintance who went in on a big shipment (kind of like the red savina 
orders on this list), so I don't know who arranged it.

On a side note, the only time I was actually inspected (ie. open the trunk) 
was on I-80 entering California from Reno--I had Utah plates on the car for 
that trip.  I've never been stopped on I-15 out of Barstow, and I had Utah 
plates for a couple of those trips as well...
