There is a group called the Virginia Beach Pepper Lovers Club who have a 
website at:

http://www.pepperloversclub.com/

It seems sort of outdated and neglected at the moment, but I recall a few years 
ago it was loosely connected to some restaurant.  Don't see any references now 
except to the Ft. Story Officers Club...
