Best thing is the old fashioned  1 tbsp cheap dishoap (or baby Shampoo) in a
gal of water.  Apply,  wait about 15 to 20 min  then rinse off.

I mean  cheap dishsoap,  NOT  anti Bacterial, NOT concentrated and NOT
anything similar to PT 409.

What is the best and safest method to kill off an infestation of white
fly and aphids?

I am growing some chillies on my window still (inside) and they are
covered with aphids and white fly..
