"Palillo rojo" would be a red toothpick.  Or it could refer to one of 
the more Communist-leaning members of actor Ron Palillo's extended 
family ("Arnold Horshack," Welcome Back Kotter).  Or it couldn't.
"Palito" would mean little stick, so "Palito Rojo" is probably the 
phrase you're looking for.
But when you factor in the "coon-arse" and "migrant worker" elements, 
the other two suggestions would be more plausible: "El Red-e-steek" or 
"El Palito Rouge-ito" and so forth.
