One reason is that the heat of different varieties of pepper can be perceived in various ways by different people.  My tepins & habaneros (including Red Savina) were mild this year compared to my first yellow rocotos as pubescens contain a unique set of capsaicinoids.  I'm used to the rocotos now and they don't seem nearly as hot as my first experience with them.
