I have had great luck coaxing stubborn seeds by watering with warm water.
Definitely speeds things up.  I also make a mug with 3 chamomile tea bags in
it.  The tea goes in the gallon watering can.  No damping off at all this
year.  This is a miracle within itself for me.

I've seen some varieties take as long as 45 days. It depends mostly on
moisture, 
sterility of your planting mix and temperature. Hang in there!!!
