I've only seen/heard it called a 'dibble stick' before.

It is a (gently) conically shaped stick/bar/rod usually about 8 inches long
or so, used to poke a hole in ground, of just the right depth to plant the
particular seed you have in your hand; one hole, one seed at a time.  After
dropping the seed into the hole, of course you press back the soil to cover
the seed, water, and done.
