My tomato plants are doing the same.  Blooming, tall, healthy looking, but
only one or two tomatoes on each plant.

My 78 year old mother tells me that there are certain years that tomatoes
are "off".  Maybe this is one of those years.

My 4 year old jalapeno is producing like crazy.  Most of my other pepper
plants are doing extremely well.  Same food, water, sunshine, etc., as the
tomatoes.
