I know someone on this list that used full strength 409  as a bug spray 
and had sick plants

heres someone recipe to dilute and use.  It is their comment about being 
safe on veggies not mine

 > 1 pint 70% rubbing alcohol
 > 1 pint (or whatever the regular size spray bottle is) 409
 > put in gallon container, fill the rest of the way with water.
 > Stores great, works wonders on aphids, some scale, even knocks down
 > spider mite (but they will come back, count on it)
