I recommend the variety named Medusa, cute little plants that seem to have 
no stems.  They have clusters of erect pods, and they take up very little 
space - so perhaps they could form a border under a larger variety.

I'm also partial to the variety named Pointsetta - also erect pods, in very 
pretty clusters, on medium-height plants.

One other point of bias I have about these as ornamentals for your 
application - the fruit actually looks like chile peppers, unlike some 
varieties with round pods that some people at first mistake for some other 
type of fruit.
