[CH] what bug is this?

I saw a strange bug on one of my pepper plants a few minutes ago...and
am hoping someone here can help identify it (and tell me what to do if
I see more).  It was white---and when I say white, I mean white, as in
as white as beach sand (or fresh snow if you live up north), somewhere
around 1mm long...and about as wide, appeared to have six or more legs
(I didn't try to count---they were hard to see), and was hanging about
on the stem of the plant.  It might have been a very tiny caterpillar,
but I'm just not sure....

Does this beastie sound familiar to anyone?  Is seeing one a problem?
Or should I not worry until I see a lot of them (assuming they're bad
to begin with)?

Btw, the plant in question shows no visible signs of damage...in fact,
it's quite healthy (my pepper plants are really going nuts this
year---most have more than quadrupled in size in the last few weeks).
