When I smoke peppers, my first trip is to the local head shop to buy really large Zig Zag papers. Seriously, I usually throw a few freshly picked peppers on the smoker every time I'm smoking ribs or pork butt. After a day in the smoker they are still leathery so I either put them in the oven (old gas oven with pilot light) for a day or two or get out the dehydrator to finish them off. I use most of the peppers I dry for powders so I like them brittle as I find they grind easier that way. I've heard a few others who will freeze the fresh peppers first to burst the cells so that they dry faster. I don't usually think that far ahead.
