[CH] Growing Chiles RFC

For the first time in my life I am moving into a place where I can plant
a garden!  I don't plan on anything huge, but I would like to set up a
few 2x4 sided plots with maybe 10-15 chile plants.  The only problem is,
I don't have the slightest clue where to start.  I've watered things
before... and grew pea plants in biology class in high school, heh.  Can
someone recommend a good beginners book/guide/website, preferably with a
focus on chiles?  

And where can I find chihuacle negro seeds????  What's the chance of
germinating some seeds from dried chiles that I've saved?  I NEED THESE
CHILES.
