Nowadays you can also get a mini food-processor. They cost about $25 from Cuisinart, or at least they did. We got ours at CostCo. It might very well work on dried chilis, though I haven't tried it because the braun works fine for us. the Mini food processor does a great job at chopping up garlic too.... especially mixed with cilantro :) quick way to make salsa too.
