I had a couple of indoor habs with the exact same problem, I was going to 
all sorts of lengths trying to get the things to fruit and all I got was
hundreds of dropped blossoms. Then I read somewhere that temperature might
be a problem so I closed a window that I had been leaving open (it can get
chilly here in Vancouver in the evenings) and kept it a bit warmer in our
solarium. All of a sudden I have about sixteen fruits growing.  My research
says that peppers will self-pollinate, and that all you have to do is give
them a gentle shake every so often. Its working for me so far... just
harvested my first few orange habaneros (yowch!) and a cayenne, with lots
more on the way.
