What you are describing is Rau Ram  also known as Vietnamese coriander.
It is very easy to grow in pots and can be rooted in water  every little
section of the stem will produce roots.   You can keep a bunch of cut
stems in a vase on a window sill , use the leaves as needed the plant
the stems as roots develop.
use only the leaves in recipes, but crush the stems and simmer in oil to
make an oil flvored with the herb.
it can be substituted for cilantro.
