I'd suggest that you call you Small Business Association (SBA) office, and
ask your local chamber of commerce, and simply call your town hall and 
ask them.

As long as you approach a bureaucrat by seeming helpless and needing help,
they will really do wonders helping you.  Remember to ask them to help you
and say that you don't know.  That gives them a real feeling that they 
want to help you, and it works like a charm.  Also, smile.
